To prepare for the coming Asian Game, We will have a lot of things to do.
First of all, we will build one more National Stadium, some sports buildings and cars parks. The National sports Centres and local stadiums are not in good condition so they need to be upgraded. And we will widen the training areas, the roads and the sports buildings. Then we will have to equip all the hotels and guest houses with modern facilities to welcome foreigh athletes and visitors. ..

Form:
If + subject+ past perfect, Subject would/ could have+ PII
Meaning:
The third condition is used to talk about unreal situations in the past. In other words, it is used to talk about things which did not happen in the past or express regrets
E,g. If we hadn’t gone by coach , we wouldn’t have got carsick.
 If we had gone buy bike, we wouldn’t have got carsick.

Because much pollution is causd by things that benefit people. For example, exhaust from motobiles causes a large percentage of air pollution ; but the automobile provides transportation for million of people
They would have to stop using many things that benefit them
Govrnment can pass and force law that require businesses and individuals to stop , or cut down on certain polluting activities

People should not leav litter on the land and in the water...
